The primary area of intervention in support of companies is that of health protection of workers in the form of medical examinations to assess the eligibility of seasonal workers and information materials to be distributed to workers.
AGRI.BI. conducts, by means of a dedicated agreement with competent doctors, medical examinations on seasonal agricultural workers who carry out manual labor and who are employed by a farm for less than 50 working days per year.
Pursuant to the aforementioned Ministerial Decree dated March 27, 2013, AGRI.BI organizes, in the Province of Verona, medical campaigns needed to issue the eligibility to be an agricultural seasonal worker who performs general and specific job requirements that do not require specific professional requisites and for a period of less than 50 days per year per company.
AGRI.BI campaigns proceed according to the seasonality of manual operations in agriculture, affecting different parts of the province at different times of the year, according to the vocation of the territories concerned, and following the presence of workers in the territory in both times and places. The Bilateral Agency funds health surveillance campaigns in instalments. The activities may be therefore conducted in the identified periods until reaching the allocated budget.
AGRI.BI member companies, grouped by homogenous townships, are contacted before the start of each marketing campaign in order to communicate the data of those employees subjected to medical examination. For those companies in good standing with the contribution required, the medical examination of term contract workers (OTDs – Fixed-term Agricultural Workers – that carry out the tasks described above) is free of charge. In the event that the worker is paid through the voucher mechanism, the medical consultation is charged at reduced rates provided by AGRI. BI. Companies that do not fall within the identified areas according to seasonality can still require, according to the procedures laid out by the Bilateral Agency, those workers who meet the requirements described above to be subject to medical examination.
Organization of medical appointments
Who is it for? Businesses and workers.
All companies that hire seasonal workers for general and simple jobs which do not involve specific professional requirements (e.g. for harvesting and pruning). Workers must not work more than 50 working days for the company during the year.
How to join: directly or through trade associations
The company in good standing with its payments to the Bilateral Agency may directly contact AGRI. BI to join without incurring any additional costs for the service of medical examinations.
An enterprise may contact its professional association to get the membership form and communicate the names of those workers be subject to medical examination.
Place of the medical visit: at the Town Hall or directly at the farm
Your township has a suitable premise where the medical examination can take place on selected days that will be communicated.
If the number of workers to visit allows it, you can conduct the medical appointments at the company headquarters in suitable premises (accessible, equipped with bathroom, facilities according to norms in force and windows that can be opened).
INFORMATION AND TRAINING
It produces information and training materials for seasonal agricultural workers who perform manual processes and who are employed for less than 50 working days per year per company.
Pursuant to the Inter-ministerial Decree dated March 27, 2013, the Bilateral Agency, in collaboration with the SPISAL of the province of Verona, has produced the material provided by law for all matters relating to information and training of seasonal agricultural workers who perform manual labor and who are employed for less than 50 working days per year per company. The prepared booklet is available in 5 languages (Italian, Romanian, English, French and Serbian) and accompanied by illustrations to help its comprehension by foreign staff. In order to achieve a widespread exposure of the workers involved and given the importance of monitoring the delivery of this information, companies can delivery it directly to its workers. You can request these booklets by filling out a specific form available at the secretariat of the institution. Please note that workers examined in the manner prescribed by AGRI. BI are given the information/training booklet during the medical consultation.
Farms associated to AGRI. BI with less than 15 employees (counted as ULA – Full-time Equivalent Employees) are appointed a Workers’ Representative for Territorial Safety (RLST) if the workers have not elected their own Workers’ Safety Representative (RLS). This appointee performs the same tasks foreseen for the RLS and the most important tasks provided for this figure are:
– That he or she has access to work sites
– That he or she is consulted beforehand in order to conduct a risk assessment
– That he or she promotes prevention and protection measures and makes proposals for prevention activities
The activities of the RLST follow precise procedures laid down by the Consolidated Act on Safety (Legislative Decree 81/08 and subsequent amendments) and by the Management Committee of AGRI. BI composed of employers’ associations’ representatives, trade unions, and associations.
